What Authorizes FSA and CCC Programs?

The Farm Service Agency (FSA) and the Commodity Credit Corporation (CCC) programs are authorized by provisions in successive Farm Bills, the Consolidated Farm and Rural Development Act (CONACT), the CCC Charter Act, the U.S. Warehouse Act, and numerous other laws. In addition to FSA programs, FSA administers many CCC programs. Links for the authorizing laws are provided below.

How can you find other U.S. laws?

Most of the links above are compilations of agricultural laws, which are maintained on the U.S. Senate Committee on Agriculture, Nutrition, & Forestry website; compilations include the originally enacted law – written by Congress and signed by the President – and are amended, as required, by subsequent laws. Other agricultural law compilations, not included above are also available on-line.

How can you find U.S. regulations?

In general, regulations implement laws. FSA and CCC implementing regulations are in 7 CFR parts 700 – 799 and 1400 – 1450.

In addition to the FSA and CCC regulatory changes posted on the FSA website (through the links on the left side of this webpage), you can find published regulatory changes and submit comments on recently published rules and notices with an open comment period on regulations.gov; you can find the current text of the Code of Federal Regulations (CFR) on the e-CFR webpage.
