USDA Appoints David M. Warner Director of External Affairs for the Farm Production and Conservation Business Center

WASHINGTON, March 4, 2019 - U.S. Department of Agriculture (USDA) Under Secretary Bill Northey today announced that David M. Warner was sworn in to serve as the Director of External Affairs for USDA’s Farm Production and Conservation (FPAC) mission area.

As Director, Warner will oversee public communications efforts, as well as legislative and stakeholder engagement for FPAC agencies, which include the Farm Service Agency, the Natural Resources Conservation Service, and the Risk Management Agency.

“I’m excited to have David join the USDA family as part of the Business Center,” said FPAC Under Secretary Bill Northey. “His extensive experience will be a tremendous asset as he directs communications in a customer-focused manner to ensure a safe, affordable, and abundant food supply for consumers.”

Before joining USDA, Warner served as Director of Communications and Spokesman for the National Pork Producers Council, where he directed public policy communications and strategies for the agricultural association.

Prior to that, he served as Director of Corporate Communications for the U.S. Chamber of Commerce for more than 10 years, where he helped launch the Corporate Communications Division, which communicated the organization’s messages to Chamber members, public, media, and government officials.

He has also held leadership positions with Judicial Watch, the U.S. Chamber Institute for Legal Reform, and the Mortgage Bankers Association, among others.

Warner earned a Bachelor of Science degree in mass communication from Towson State University in Maryland. He is a member of the Agriculture Relations Council, Livestock Publications Council, and the National Association of Farm Broadcasters.
